Do you have to have ovarian cysts to be diagnosed with PCOS?

I have pretty much all of the symptoms of PCOS except the cysts (I was at my gyno 3 months ago and the ultrasound showed only some microcysts on one of my ovaries). I will have bloodwork done this week but I was wondering is it possible to have PCOS without the cysts or is it just some kind of a hormonal imbalance?
