[Routine help] Suggestions for replacing current routine products

Hi guys! Long time lurker that has finally decided to do something about my routine, here! Sorry in advance for the novel...TL,DR at the end.

A little background: I've had acne/cystic acne since I was ~13 and I'm sure some of it is from hormonal imbalances but I've also always had skin that just never looked...good...even during times when my cystic acne calmed down. I have always had CCs around my chin area and the front of my cheeks. I get bouts of regular acne that go away within a few days and cysts mostly in the jaw/neck area but occasionally various other areas of my face.

I also have cystic acne on my back and shoulders that never seems to completely go away. I use a benzoyl peroxide cleanser multiple times a week on my chest and back as well as moisturizing the area with CeraVe Daily Moisturizing Lotion every day but honestly, it doesn't seem like those do anything for me. I work a pretty sweaty job and exercise daily but I always shower/wash off immediately after. I never rewear clothes and always change my pillowcases sheets multiple times a week. I do use scented shampoos, soaps, etc. but I'm not sure how much that really matters.

So, for the routine..I've been using the same products for a lot of years at this point. I've tried other things but always end up back where I started. In the morning, I usually just rinse my face and use CeraVe SA lotion and Neutrogena Clear Face Sunscreen. Huge note, I also use Almay Clear Pore foundation, which has 2% salicylic acid. I've been using this foundation since I was in highschool and I've been in denial for a while but I think the combo of SA lotion and SA foundation every day is not the greatest. Any thoughts? At night, I cleanse with Neutrogena Clear Pore 3.5% Benzoyl Peroxide Cleanser, tone with Thayer's Alcohol Free Witch Hazel, and use the Trilogy Rosehip Oil as my moisturizer. I used to use TO Lactic Acid 10% + HA every other night but I stopped recently because I felt I might be putting too many powerful ingredients on my skin.

Am I right in thinking I should be using less actives? If so, any suggestions on what I should replace? I'm hoping to stick with my Almay foundation because it's one of the only ones that looks good on my skin and actually matches my light completion. But obviously, I'll change whatever I need to for the sake of my skin.

TL,DR- Persistent cystic/regular acne on face and body AM: Rinse, CeraVe SA Lotion, Neutrogena Clear Face Sunscreen, Almay Clear Pore SA Foundation

PM: Neutrogena Clear Pore BP Cleanser, Thayer's Alcohol Free toner, Trilogy Rosehip Oil

Too many harsh ingredients? Am I missing something? Any suggestions?
