General Behavior Issues

I adopted a puppy from a local shelter about 4 days ago. She's 14 weeks old and about 16 pounds. She's believed to be some kind of Bernese mix but I'm not sure yet. She is VERY hyper. I'm having trouble getting her to take her toys over my shoes, hands, and couch. Time outs have kind of worked. I have not had a puppy in a very long time. I also don't believe she was able to play with her litter mates because she bites really hard but that's just a theory. I am also having trouble getting her to potty outside. She will go but at random times, sometimes I'm out with her for 20 minutes before she potties. I haven't gotten her parvo vaccination yet but I will be doing that soon so I can actually take her to the dog park on my property. I try as often as possible to reinforce good behaviors like going potty outside generally grants her a treat reward or a lot of praise but she is more focused on doing anything but going potty when we walk. I'm kind of lost, I'm also hoping her potty issues are due to hormone imbalance since she was spayed only 4 days ago. I also do plan on freezing some dish towels for teething because she's rarely interested in her kong, usually only when she's in her kennel over night. Also, she loves chewing puppy pads which is no help.
