Super dry, brittle hair. Can't figure out why.

Last year I buzzed all my hair off and then grew it back from scratch. I don't color it or use any heat styling tools. My diet is fine, I take b vitamins, and all my blood work for iron levels, thyroid, etc is great. However, something is very wrong with my hair right now and I don't know how to reverse the problem.

My hair and scalp are very, very dry. There's no itching or flaking but I am seeing some breakage. I use the most moisturizing shampoo and conditioner I can find as well as leave-in conditioner.

All I can think is maybe high stress levels or a hormonal imbalance? I'm almost 29 and I have a birth control implant but I don't think that alone would be the likely culprit. Should I use oil instead of cream-based conditioner? Switch shampoos? Is this something a hairstylist could tell me how to remedy?
