I just watched this video (How The World SOUNDS To Animals - YouTube - 2:00) from Benn Jordan on youtube and he talked about CFF - basically your brain's refresh rate/fps - and while I'm not a neurologist or scientist of any kind, it would seem to make sense to me that if this was somehow able to fluctuate due to hormones or some kind of chemical imbalance, that it would exactly explain this feeling. I also saw another video where a neurologist was explaining the wagon wheel effect (Neuroscientist Answers Illusion Questions From Twitter | Tech Support | WIRED - YouTube - 9:20) and he seemed to say that this exact phenomenon was possible under certain conditions - either you're just predisposed to it, or it can happen when you're tired/stressed/etc...
I feel like it definitely has something to do with this. Either way, nice to have a better understanding of it.
