Dog Normal T4 but has symptoms of hypothyroidism?

My girl is currently being followed by the vet for a few different symptoms. Including: Very slow hair regrowth after shaving, horner's syndrome, slight facial droop on same side as horner's syndrome, arthritis, leg weakness with crisscrossing/bunny hops in hind legs and delayed response to manipulating paws (turning them upside down etc), abnormal stance.

Her last two T4 tests have been in the normal range (2.2 then 1.8).

So my main question is, can dogs still have thyroid issues even if their T4s are normal? Is it worth it to have a full thyroid panel or is it completely impossible to have a normal T4 and thyroid issues?

Can other types of hormone imbalances cause low hair regrowth rate? Can hormone imbalances, other than thyroid, cause neurological issues?
